For the past few days there has been a lot of drama involving the HL2RP server. People are angry about the amount of guns going around, flags being taken away and people not being serious enough.

In my opinion, most of the Civil Protection officers you have currently aren't smart. I'll be typing a message out and some of them come up to be and start beating me and pushing me with their stunsticks for no apparent reason. Then you have the Civil Protection officers that go out in to the slums alone and get gunned down. They are also one of the reasons for the amount of guns on the streets. I've seen armed Civil Protection officers ganged up on by civilians and have their weapons taken. To prevent this, the CP should patrol in squads of two.

Having one black market dealer that mainly plays on his CP isn't a very good idea. Towelie did a great job as the resistance manager. Few people knew about him, and fewer had the money to buy stuff from him. He played on his character all the time, allowing people to buy from him at any time.

I also think that people playing as Civil Protection officers shouldn't play as rebels. It would help prevent the use of out of character knowledge, such as knowing where the rebel base is on your rebel and then using that knowledge on your CP.

Civil Protection shouldn't be given to just anyone, they should have to prove that they're good at roleplaying and worthy of joining. Not everyone should be able to join The Resistance either. They should have to gain the trust of the rebel leader and be invited in character.

Shoot to miss should be brought back and enforced this time. I found the game to be really fun when we did. Now it's just seeing who can get the most headshots.

I know I haven't been the most serious person in the server. I constantly run from the CP, beat up Phantom and mess around. I'll try to be more serious.

You don't even have to be a rebel and CP to use out of character information in game. Like how the CP found the NP building basement because they heard a nuclear silo coming from around there, they had no proof there was a basement and should have moved on to another building; I still say they didn't find it legit. Also the other day, a rebel ran away and went through the street rat secret entrance, I saw the vending machines closing, ICly I have no idea where the button is, but I know something is there.

And shoot to miss is a great idea, because how it is now; if someone has less skills at getting head shots, they will lose 9 times out of 10.

I also believe certain voice commands for citizens need to be taken away if they keep spamming them. Maybe make a rebel faction(it still shows up in the scoreboard as a citizen though) for certain people to have voice commands.

Most of the MPF are not trained enough, This is my first time playing a MPF, and I'm still learning things. They all should get training at least once a week, without giving promotions for each training session, and next time we train on how to breach an apartment, we should do it in the plaza apartments.

Also there should be a penalty for dieing as a citizen. Like stats going down permanently. Because I have seen time after time citizens will just run off to get gun down to save their contraband, because if we search them, they lose everything.

I also tell people to go in groups of two while patrolling the slums, and less its a OfC or higher, they should be able to handle themselves.

Also, someone REALLY needs to code ID locked weapons. So citizens can't just gang bang a mpf and get their weapon.
I think we should use Sammy's idea and increase the size of the shooting cone on weapons, not by a lot, just a little bit. One of the problems is we always fight in close quarters, and accuracy doesn't really matter as much in cramped spaces as in a long range battle in the alleys of the slums.
I think stunsticks should do more damage... I once hit a citizen more then 10 times, and another CP started to try and help me. The whole time the citizen was talking about how much of "baddies" we were. The other CP then just shot him with an MP7.

I think it'd be cool for the CP's to train on a flatland map for a little while. So they can learn how to march without looking like a badly drawn oval. Maybe every 15 minutes someone throws a grenade at them. So someone can throw it back. This has haunted me since the first administrator run... *Has flashback* it would also help to learn shoot to miss if you fit it in there.
I planned out a raid on the Resistance base for two hours, no metagaming, all legit. We even gave them plenty of time to know we were there.

It was over in two seconds. Shoot to miss or damage needs to be nerfed.
heh it's hard to miss when people are coming through a tight doorway. But yeah, it's impossible to enforce shoot to miss, and frankly, really hard to make yourself do in the heat of combat, It would be a much better idea to make the weapons less accurate, and have more recoil.
I also like the idea of a proper resistance leade. maybe we could have some kind of "stealth" faction for the rebels, one that exists but just appears as regular citizenry to everiyone else, and where you have to have been accepted into the organisation to be one, maybe even go as far as making it impossible for non-rebels to have anything more dangerous than a crowbar.
Put it this way.

If you are engaged in a firefight (For example multiple MPF versus' Multiple rebels) And the Rebels dont STM and they get killed. Get an admin to Permakill their character as a punishment for:
1. Being fucking bad.
2. Not STMing
It'd be really nice to have more than one black market dealer. When a judgement waiver hits I can't do anything but run when a CP wants to shoot me in the face. Like tonight, I spent a whole hour running from the Civil Protection after Doctor Who announces in teamspeak that the first officer to catch me gets a promotion. I wasn't able to do a thing but run. I had no way to get ammo, no way to fight back, so I eventually get caught, have all my stuff taken away and then got executed. We really need a black market dealer who plays on the server a lot and doesn't play as the CP.
I'm with Shadow on the Black Market Dealer. There needs to be one who is more active on the server and DOESN'T play CP.
