The shoutbox's original design was for "shouting". "Hey the server is down!", etc. It has evolved into anything it needs to be, general conversations, or help shouts; but it hasn't replaced the forums. I would say only redirect people to the shoutbox if they are making "Server is down again" threads.
Eh but it seems so trivial the make a thread for just one convo, it gets annoying, remember the thread called "thread"
