i just thought of a very simple solution - small number of players - WHITELIST ACCESS
put a subforum for LEGIT and its access with a stickey show who is on the white list and a topic for people to apply for access who dont get on it initially...
add the normal ops to the ops list of the server and they can maintain/amend as needed going forward

im for tnt being enabled as long as no one can launch it into another persons region. theres a lot of uses for tnt, such as enderpearl/minecart cannons.

No, you're completely wrong...
I think that if TNT could be restricted to regions there wouldn't be much problem with griefers. The only real possible threat would be cannons, but it would be easy to track who did it and I'd be willing to take that risk. Not to mention Ops could just enable it to reputable/trusted players, and newer players when they seem committed. Only problem is that I'm not sure if its possible to do this. But then again, I'm Chris...
