1: What happens when a City leader dies? or anybody for that matter.
Certain circumstances? exactly what and how should we go about that
I can see accidental or unintentional death being an issue from time-to-time (such as creepers, falling, pvp griefing, etc), so I believe that permadeath should be handled in an "event-style" manner. For example, if one city-state captured another's king, they could do an execution-esc event him/her. As for replacing important characters...if no one wants to step up to the plate, I suppose the same player can just create a 'replacement' or heir (or whatever).

Yes. I think it's a good idea to have a "standardized" look, so when players are in a city or whatnot, they're all seeing the same thing (so to speak).

4: Got ideas for rules? Going to make the full RP rule and organized setting topic soon.
I think standard dont-dick-up-the-rp-server rules apply here. Y'know, the common sense kind-of-shit we expect from mature players.
ie. no metagaming, no griefing, no revenge killing, no 'godmoding', respect others, communicate before acting, use ooc chat, etc.

6: How should the Wilderness (Free zones outside cities) go about?
My idea of the wilderness, is that it is a land for those who wish to be separate from the cities, but also a place for players to freely hunt, mine, log, or rob-at-swordpoint as needed. As for pvp, it might be worthwhile to have safe-zoned roads that go through the wilderness if some players wish to avoid conflict (this could come at a price, such as a longer road, mob spawning, or a toll fee to travel that road). More collaboration on this is definitely needed.

No, but I'll kick my ass into gear and finish my shit. However, once It's done I may request creative mode from time-to-time to update/re-loot my dungeons.
