Well, what would you define as "doing any action"? Exactly what can you and can you not do?
Also, how far did system restore fix your PC? If you're using Windows 7, don't be afraid to use it; it almost never removes any documents, and the only ones it ever does remove were causing the problem in the first place.
If worst comes to worst, there's always Linux or Ubuntu.
