I would like to politely request/suggest that i think Donators should get some command acces, such as /toggledownfall (rain is laggy and annoying)

I disagree. Donators should not have the power to altar somebody else's experience on the server. A better alternative to change weather/time would be a server vote plugin that let everybody on the server vote what the time/weather should be like.
