Haswell-E and DDR4 memory is pointless for gaming to be honest, you're spending more for little to no performance gains.
for monitors, it depends if you want a really good looking and color-accurate monitor or a monitor with a higher refresh rate for gaming. There's a mix of the two, the ASUS ROG Swift, but it's around 800 USD. Then you have to take into account what resolution you want, the two main ones being 1080p or 1440p. 4k is a waste of time for now and is far away from being usable in gaming
I have a 144hz monitor and will admit the color accuracy and screen quality is leaning towards the poor side. That's the nature of TN panels unfortunately
