Build2: Regulars creating their own towns???

From what Ive heard from mIKe before, It is supposed to be a Legit RP server in which regulars can join an Ops town/city to Rp in. . .

Well because of towny's upkeep costs, regulars have to maintain the towns they make or they will just go away. This prevents old, abandoned towns from popping up everywhere like on freebuild. So yeah, upkeep does have a purpose, other than destroying OPs towns.
