This time around we need better structure within the Civil Protection.
Don't bring out all the divisions at the start. As the force grows it is acceptable to start relocating units into the different divisions such as Helix, Grid, etc.. But when starting back up, allow Union to grow to a good size and then start pulling out advanced, smarter players (good roleplayers) to take on the roles of the other divisions.
Don't bias Civil Protection applications just because the player is also an mR member or they've been around mR a while. Accept them based on their ability to roleplay properly.
New recruits REQUIRE training. It should be MANDATORY. Like learning how fucking doors work. The biggest problem I noticed was how airlocks and side entrances were handled - units just walking right through without stopping to make sure the airlock is clean before proceeding, and just plain not checking behind them when entering the door.
Block Inspections should be handled more seriously, and strictly. There should be properly built inspection zones that allow for units to traverse it easily, but for the citizens moving through it to be closed in and bottle-necked to the point where causing mass disruption and general trolling by running around like tards becomes nearly impossible.
There should be serious consequences to publicly assaulting citizens or units. Laws should be as strict and serious as they are in the actual game. This makes underground black market shit actually happen underground - and the streets will be where only minor offenses happen. We want to eliminate guns being EVERYWHERE, and we also want to stop the mingepunching. By detaining offenders for long periods of time, or fining them, or something, we create a fear of getting caught. If you run, you're going to eventually get caught - it will be inevitable. We want to eliminate the need to run in the first place. If handled properly only the good roleplayers will have their hands on weapons, and if they handle that properly then the guns should remain in their hands.
This is part rant and part constructive input. I'd hate to see any good intentioned effort go to waste because some things weren't thought through all the way. Close attention must be paid to all details. If you leave something out, half-baked, then it's going to fail again.

Suggestions:
*Make OTA/CP Checkpoint near entrance to slums and subway in City 18.
-This prevents Citizens from trying to refugee in the Slums or heading to rebel bases. Which in the past it was a problem since there were too many citizens trying to be a rebel and the resistance force became too powerful making it unbalanced.
*Another checkpoint near the underpass in the nexus. Citizens must state their business to the Civil Protection at the checkpoint to head to the nexus and hospital area. Any unauthorized passage through the checkpoint will be arrested and questioned.
*When distributing rations at the theater we need CP watching over the citizens to avoid unruly citizens from stealing other people's ration like last time. If a citizen is caught stealing someone's ration. The unruly citizen (offender) will lose their ration and the victim will receive it instead.
Rations I believe should give 100-200 Tokens but only distributed every 2-3 hours
*Going after people who are what they are outside of the server such as being killed repeatedly for who you are such as "oh, it's Phantom! Everybody let's kill him so we can get his guns and randomly kill him every time he comes outside!" If this keeps happening and becomes a problem again, I will stop playing roleplay entirely, it is metagaming and is different from server roleplay.
*Citizens randomly punching people. Anyone who is a Citizen should NOT just randomly punch. You are supposed to be in fear of the combine, not be a rebel all the time. It ruins the roleplay for people playing it.
*People breaking NLR (new life rule for anyone who doesn't know what it means). This causes raging on both sides and makes the roleplay unfair. Think about it, getting killed for something you did in your past life when you died, does that sound fair? No, it doesn't.
I got on once to see how it was. There was not much RP, but more just walking around not knowing really what to do. I think the server has a lot of potential, it may have been great earlier, but I have no way of knowing myself. All the server needs (as already stated) are some dedicated Role Players and people to keep the order.
I've actually never played your HL2 RP Gmod Server, but well I have Gmod and I've played HL2 RP.
But I can't really find any really good HL2 RP servers anymore...
But I'm sure, if this server comes up (again?), it would be the best HL2 RP server ever.
