Yeah the i7 would be better so long as you aren't doing anything that requires sheer speed, though you could overclock to a nice 4.5ghz if its a good one. It would also save you a few bucks on power, it needs 84 watts compared to the 225 watts from the FX-9590. For the graphics I would recommend the R9 280X over the 760, but AMD prices are just outrageous. Maybe spend a few extra bucks and get a 770? Really depends on what games you plan to play the most.
